An hours-long standoff between a group of heavily armed individuals and Massachusetts State Police on an interstate ended with 11 taken into custody.

The situation was resolved “through negotiation and tactical maneuvers,” Massachusetts State Police Colonel Christopher Mason told reporters on Saturday said, adding that the group members “surrendered without incident.”

The standoff began nine hours prior when police said the group claimed to “not recognize our laws.”

Video shot along the interstate shows men in military-style gear holding the Moroccan flag. Police communicated with the group through a hostage negotiation team.

Here’s what we know about the situation.

Police stop
A Massachusetts State Police trooper was traveling northbound on Interstate 95 in Wakefield when he came upon two vehicles stopped in the breakdown lane around 1:30 a.m. on Saturday.

The men were attempting to refuel their vehicles. The occupants of the vehicle were dressed in military-style tactical gear. Some had long rifles, some pistols and “some had a combination of both,” Massachusetts State Police Colonel Christopher Mason told reporters on Saturday.

The trooper asked members of the group to produce licenses for the firearms and members of the group indicated they weren’t licensed or didn’t have copies of licenses on them.

“You can imagine 11 armed individuals standing with long guns slung on an interstate highway at two in the morning certainly raises concerns and is not consistent with the firearms laws we have in Massachusetts,” Mason said.

A man who identified himself to police as the leader of the group said on a video recorded after the encounter that he “instructed my men to get out peacefully. I greeted your man with a handshake,” he said, of speaking with the trooper.

He claims in a series of videos the group was following federal law and should be allowed to travel across state lines with their weapons.
The trooper requested backup and additional state police as well as local police responded.

The head of state police applauded the actions of the responding trooper who he said was “very patient, very understanding with them,” which kept the situation from escalating.

Hostage negotiators were brought in to speak with the men and at about 10:15 a.m., police announced 11 individuals were taken into custody. A pair of individuals were arrested earlier in the day and nine more were arrested late morning.

Who are they?
The individuals are members of Rise of the Moors, a group who identify as Moorish Americans.
“The Moorish sovereign citizen movement is a collection of independent organizations and lone individuals that emerged in the early 1990s as an offshoot of the antigovernment sovereign citizens movement, which believes that individual citizens hold sovereignty over, and are independent of, the authority of federal and state governments,” the Southern Poverty Law Center says of the movement. “Moorish sovereigns espouse an interpretation of sovereign doctrine that African Americans constitute an elite class within American society with special rights and privileges that convey on them a sovereign immunity placing them beyond federal and state authority.”

Jamhal Talib Abdullah Bey is identified on the group’s website as the Moorish American Consular Post Head for the Rise of the Moors. His biography on the group’s website lists him as having served in the United States Marine Corps previously.

In a statement on the Rise of the Moors website, he wrote of his military service.

“I truly believe that most of the skills that have been instilled in me through military training can be used to uplift our nation and all Moorish Americans. Honor, Courage and Commitment are the Marine Corp Values. Those same values that every Marine is held to, fit perfectly with the High Principles of Love, Truth, Peace, Freedom and Justice that our Prophet, El Hajj Sheriff Abdul Ali instructed us to live by. I joined the military thinking I would be helping our people, who at that time I was trained to think we were ‘Black’. I now know of the ‘King Alfred Plan’ and its objective to use our men as the tip of the spear for European World Domination and Imperialism. I will continue as the Prophet did, to work day by day, in public and in private to continue his great Missionary work to uplift fallen humanity and reinforce the foundation of the Moorish Movement - The minds of the People.”

State and local police declined to confirm the name of the group to reporters. Mason said he was unaware of the group prior to this interaction. Wakefield Police Department said the men claim “to be from a group that does not recognize our laws.”

The department added, in a statement. “No threats were made, but these men should be considered armed and dangerous. We are asking residents in these areas to lock their doors and remain inside their homes. A heavy police presence will be in this area as well.”
The group disputed that they are “anti-government” both in recorded statements and conversations with police.

“We’re not anti-government, we’re not anti-police, we’re not sovereign citizens, we’re not Black-identity extremists,” Bey said during a livestreamed video posted to YouTube Saturday morning.

He believes the group is traveling legally by abiding by federal laws, though not acknowledging Massachusetts laws, which he does not believe apply to the group as they did not intend to stop in Massachusetts.

“Police seen us on the side of the road with our guns secured,” he said in the video. “We were afraid so we got out with our arms.”
While showing inside of one of the vehicles, he shows multiple fuel canisters which the group intended to use to refuel rather than stopping at a gas station off the interstate.

“We’re not U.S. citizens,” another member of the group is heard saying during one of their livestreamed videos. “We’re Americans, American nationals.”

Traveling through Massachusetts
The group was traveling from Rhode Island to Maine to train on “private land,” the group told police. In one of the videos recorded during the standoff with police, Bey said the vehicles contain camping equipment. The Rise of the Moors website listed the organization as being based from a multi-family home in Pawtucket, Rhode Island....

Previous interactions with police
The Southern Poverty Law Center says Moorish Sovereign Citizens have come into conflict with federal and state authorities over their refusal to obey laws and government regulations. “Recently, Moorish sovereign citizens have engaged in violent confrontations with law enforcement. They have also been known to retaliate against government authorities through financial means — a process called ‘paper terrorism.’”

The Rise of the Moors filed multiple lawsuits against Providence Police in 2019 claiming their right to bear arms and right to assemble were violated. They accused police of interrupting a lecture the organization was hosting, which was being livestreamed. According to the lawsuit, Bay was teaching the class while armed with a Glock 22 and a semi-automatic weapon, the Providence Journal reported in 2019.

During the recorded lecture, he read from the Koran and spoke of the group’s right to bear arms. “We’re teaching our people not to be criminals,” Bey said.

Massachusetts State Police arrested 11 heavily armed individuals following an hours-long standoff on an interstate highway; Lucas Tomlinson reports on the latest.

Massachusetts police arrested 11 people Saturday morning who claimed to be part of a group called "Rise of the Moors" following an almost seven-hour standoff that shut down an interstate.

The heavily armed group posted videos throughout the standoff, claiming to be peaceful and to abide by the "federal laws and judicial opinions" of the United States.

Rise of the Moors has a strong online presence, with a website and social media, including a YouTube channel, an Instagram page and a Facebook page.

MASSACHUSETTS POLICE ARREST 11 MEN AFTER STANDOFF WITH ARMED GROUP THAT ‘DOES NOT RECOGNIZE OUR LAWS’

The group’s website says "We are Moorish Americans dedicated to educating new Moors and influencing our Elders."

Jamhal Talib Abdullah Bey is identified as the Moorish American Consular Post Head for the group: His biography lists him as having previously served in the Marines.

The term Moors refers to Muslim inhabitants of North Africa and southern Europe. The group claims, on its website, to descend from a wide range of peoples, including "the Olmecs, Moabites, Canaanites, Hittites," among others, but mainly a strong relationship of American-Moroccans.

Specifically, though, the group asserts that Moors are the "aboriginal people" of America, and that they assert not their sovereignty but their "nationality" as Moorish-Americans, "to which the sovereign power is vested in."

During the early hours of the standoff, between Lynnfield and Stoneham, video posted by the group to its YouTube channel showed two men standing in the middle of Interstate 95 holding a Moroccan flag. A State Patrol trooper initially responded and later requested backup.

The group’s website draws strong connections with Morocco, asserting that the term Moor does not refer to Black people but to people from Morocco, and that all "people branded as Dominicans, Haitians, Tainos, etc. do not come from blacks, they are descendants of Moors."

Moorish groups have received national attention. In Baltimore, a man accused of murder and arson argued he was exempt from state law. In Bethesda, Maryland, Moorish Nationals claimed a $6-million mansion awaiting sale as their own. Then Chicago Mayor Rahm Emanuel in 2011 issued a proclamation declaring a week in January as Moorish American Week. In 2017, a federal judge sentenced the “Grand Sheik” of a Moorish Temple in Chicago to 68 months in prison for scheming to defraud the Internal Revenue Service out of $3.2 million.

WAKEFIELD (CBS) —  I-Team sources say Jahmal Latimer, also known as Talib Abdulla Bey, is the self-proclaimed head of “Rise Of The Moors”,  a group of the heavily-armed men who were arrested on Route 95 in Wakefield.

He and 10 other suspects have been charged with unlawful possession of a firearm, unlawful possession of ammunition, use of body armor in crime, possession of a high capacity magazine, and improper firearm storage in a vehicle.

Latimer posted a YouTube video last month showing him racking a gun and bragging that he had three.

WBZ-TV security analyst and former Boston Police Commissioner Ed Davis says the group “identified police and anybody who wanted to place them under arrest as terrorists, and they talked about tactically attacking police officers who were attempting to do their duty.”

Latimer live-streamed the standoff with the State Police, and online says he is the Moorish American Consular Post Head, part of the Moorish American Arms, and co-founder of Rise Of The Moors, which the website says is a non-profit educational group in Rhode Island.

He also says he is the grand chief of the territory most people know as Rhode Island and says he and his followers are not citizens, but are American nationals. The group flies the Moroccan flag and told police they were going to training camp in Maine....

JOINT UPDATE FROM MIDDLESEX DISTRICT ATTORNEY’S OFFICE AND MASSACHUSETTS STATE POLICE

The ongoing investigation by Massachusetts State Police detectives assigned to the Middlesex District Attorney’s Office, the State Police Crime Scene Services Section and State Police Troop A has determined that all 11 males arrested today in Wakefield refer to themselves as a militia and state that they adhere to “Moorish Sovereign Ideology.” The group claimed that it was traveling from Rhode Island to Maine to conduct what it refers to as “training.” None of the men, who were dressed in military fatigues and body armor and were armed with long guns and pistols, has a license to carry firearms. Troopers have recovered eight firearms thus far: three AR-15 rifles; two pistols; a bolt-action rifle; a shotgun; and a short barrel rifle.

The defendants are identified as follows (two of the defendants continue to refuse to identify themselves),

JAMHAL TAVON SANDERS LATIMER, a.k.a. JAMHAL TALIB ABDULLAH BEY, 29, of Providence, R.I.;
ROBERT RODRIGUEZ, 21, of the Bronx, New York;
WILFREDO HERNANDEZ, a.k.a. WILL MUSA, 23, of the Bronx, New York;
ALBAN EL CURRAUGH, 27, of the Bronx, New York;
AARON LAMONT JOHNSON, a.k.a. TARRIF SHARIF BEY, 29, of Detroit, Mich.;
QUINN CUMBERLANDER, 40, of Pawtucket, R.I.;
LAMAR DOW, 34, of the Bronx, New York;
CONRAD PIERRE, 29, of Baldwin, New York;
A male juvenile, age 17;

All suspects are charged with the following offenses:

Unlawful possession of a firearm, eight counts;
Unlawful possession of ammunition;
Use of body armor in commission of a crime;
Possession of a high capacity magazine;
Improper storage of firearms in a vehicle; and
Conspiracy to commit a crime.
Additionally, HERNANDEZ, JOHNSON, DOW, and the juvenile male are charged with furnishing a false name to police.

Additional charges are possible if the ongoing investigation, including the expected search of the defendants’ two vehicles, determines they are warranted.

The juvenile defendant will be released to parental custody. The remaining adults will be each be held at the Billerica House of Correction on $100,000 cash bail. They will be arraigned next week in Malden District Court.

The official-looking letters started arriving soon after Shanetta Little bought the cute Tudor house on Ivy Street in Newark, New Jersey. Bearing a golden seal, in aureate legalistic language, the documents claimed that an obscure 18th-century treaty gave the sender rights to claim her new house as his own.

She dismissed the letters as a hoax.

And so it was with surprise that Little found herself in her yard on Ivy Street on a June afternoon as a police SWAT team negotiated with a man who had broken in, changed her locks and hung a red-and-green flag in its window. He claimed he was a sovereign citizen of a country that does not exist and for whom the laws of the United States do not apply.

Little was a victim of a ploy known as paper terrorism, a favorite tactic of an extremist group that is one of the fastest growing, according to government experts and watchdog organizations. Known as the Moorish sovereign citizen movement, and loosely based around a theory that Black people are foreign citizens bound only by arcane legal systems, it encourages followers to violate existent laws in the name of empowerment. Experts say it lures marginalized people to its ranks with the false promise that they are above the law.

The man who entered her house, Hubert John of Los Angeles, was arrested June 17 and charged with criminal mischief, burglary, criminal trespass and making terroristic threats. Prosecutors in New Jersey are preparing to take the case before a grand jury, according to Katherine Carter, a spokeswoman for the Essex County Prosecutor’s Office. He was released on his own recognizance.

But the strange letters declaring that Little’s home is not her own still come. They arrive on faux-consular letterhead using the name Lenapehoking of the Al Moroccan Empire at New Jersey State Republic. Lenapehoking was the land between New York City and Philadelphia that includes New Jersey and was home to the Indigenous Lenape tribe before it was colonized by European settlers. John and his group refer to themselves as Moors.

“The Moors claim to be about Black liberation and opportunity, and uplifting Black people,” Little said in an interview. “But he is literally oppressing me and taking what’s mine as a Black woman.”

This past summer, the Moorish movement exploded into public view, after Little posted viral TikTok accounts of her ordeal and when the police pulled over members of a militant offshoot of the group on a Massachusetts highway. That subgroup, known as Rise of the Moors, engaged in a standoff with the police for more than nine hours, claiming that because they were sovereign citizens, law enforcement had no authority to stop them. No one was injured; 11 people were arrested and charged with unlawful possession of firearms and ammunition, among other offenses.

Increasingly, across the country, sovereign citizens have clashed with authorities, tied up resources and frazzled lives in their insistence that laws such as the requirements to pay taxes, obey speed limits and even obtain, say, a license for a pet dog do not apply to them.

People who claim to be Moorish sovereign citizens believe they are bound mainly by maritime law, not the law of the places where they live, said Mellie Ligon, a lawyer and author of a study of their impact on the judicial system in the Emory International Law Review.

Initially espoused by white supremacist groups, sovereign citizen ideology first cropped up in America in the 1970s, according to the Southern Poverty Law Center. The Moorish permutation appears to have picked up in popularity in the 1990s, inspired in part by Black identity ideology of a similarly named religious group, the Moorish Science Temple of America, which disavows the sovereign citizen movement.

Membership in the Moorish sovereign citizen movement has been driven by the internet into the hundreds of thousands, the law center said. On its website, Rise of the Moors, for example, has cited reparations — part of national conversations about race and equity — as a driving factor for its belief that its members can claim things as their own.

Rise of the Moors, as well as the members arrested in Massachusetts in July, did not respond to requests to comment.

Like many Moorish followers, John adopted an Arabic-influenced name, Jaleel Hu-El. He did not respond to multiple requests for comment. Via an email, a staff member at the Al Moroccan consulate, where John is listed on the website as the consul general to the United States and China, initially scheduled an interview but then canceled.

The events of June 17 are a distinct departure from John’s public persona: Dressed in sharp suits and often wearing a red fez, John is a self-styled fashion mogul. In a podcast interview, he said he spent nine years in banking before buying a one-way ticket to China in the wake of the 2008 financial crisis.

There, John said, he was scouted by a modeling agent. He became fluent in Chinese and produced several fashion shows focusing on Black designers and models, according to multiple accounts.

How he changed from dapper entrepreneur to a Moorish national confronted by a New Jersey SWAT team is opaque. Around 2018, the social media accounts associated with Black X, his business association, changed tone, with posts about how to obtain Moorish license plates and identity cards, and explainers of abstruse legal tactics.

Why John set his sights on Little’s house is unknown. They don’t know each other, according to Little, who says they have never met before she found him in her home.

In documents that John posted online, he refers to Little’s house, which was built in the 1950s, as his “ancestral estate,” but according to the Essex County Prosecutor’s Office, there does not appear to be a connection.

On June 16, Little came to inspect her dream home. She had closed on it in February and was planning renovations before moving in.

Buying the home felt like a triumph for Little, who grew up mostly in Florida as a foster child, finding security as a teenager only when her high school principal took her in. She graduated from the University of Central Florida but struggled as a young adult, living out of motel rooms for periods of time. Now a senior customer service specialist with Jaguar Land Rover North America, she could afford to buy a house.

She tried to unlock the door but was puzzled: the locks had been replaced. The next day, she returned with a locksmith and was confronted by two men, one of whom was John and who said the house was his. After a heated exchange she called the police.

When the police arrived, both Little and John showed documents claiming the house was theirs, according to a report by Brian O’Hara, Newark's public safety director. Little shared the property deed proving ownership, she said; he showed the fabricated papers bearing the Al Moroccan seal.

The men “claimed to be sovereign citizens of the Al Moroccan Empire and that their status permitted them access to the property,” O’Hara’s report said. The officers verified that Little bought the house in February, and they asked the men to leave. They did.

Thirty minutes later, John returned, brushed past Little on the porch, she said, opened the door with his own key and locked it behind him.

When she called the police a second time, they returned with a SWAT team.

Little is still shaken, enraged each time an ominous letter arrives in the mail. “He feels entitled that something I basically worked my whole life for, something I was deprived of my whole life, especially as a kid not having a safe space to call home,” Little said. “I deserve it, not because of ‘ancestral lands’ or some scam trying to be pulled. I deserve it because I earned it.”

For decades, followers of the Moorish sovereign movement have remained largely off the radar, cropping up mostly in outlandish-seeming news stories on their paper-terrorism tactics.

But across the country, they have clogged court dockets with those arguments, filing spurious lawsuits and burying county clerk offices in flurries of fake deeds, liens and other documents. Police departments nationwide have begun training officers on how to deal with people who drive without licenses or with fake plates and who claim the police have no authority over them.

When Jordan Fainberg, a real estate agent in Bethesda, Maryland, visited a mansion he was selling for its owner in 2013, he was startled to find inside a man named Lamont Butler who said he was the real owner, with paperwork that referenced the Vienna Convention on Consular Relations and a peace treaty from the 1700s between the sultan of Morocco and the United States. Butler was arrested and convicted of several crimes. He could not be reached for comment.

“It was the most bizarre thing in the world,” Fainberg said recently. “This was just somebody saying the sky is purple when it’s blue.”

In Montgomery Circuit Court, Butler continued to claim his rights as a Moor. Judge Terrence McGann did not agree: “Under your set of rules, every house is fair game, you own the entire United States, you own the oceans, you own anything you want,” he said, according to reports. “And that’s not how a free, orderly society works.”
