Zodiac is European. Some Mesoamerican peoples had astrology like the Mayans, but no North American tribes did.
The biggest most obvious mistake is that it has 12 moons. A calendar based on the moon would have 13 moons.
Looks like it ripped off a lot of the names from Sun Bear's medicine wheel. (2nd illustration.)

No mention of his alleged tribe, and I couldn't find Morales anywhere else on the net except sites selling this zodiac. The site says he's 70 years old. Maybe that accounts for all the mix ups. The "ducks flying" sign has a different bird on it, maybe a robin or sparrow. The "ripe berries" sign seems to show a
fish walking on land. Cornplanting moon doesn't show cornplanting, frogs return doesn't show frogs, etc. It's just random Franklin Mint plates with spears and feathers thrown around it.
The site owner, Francis Starre, also sells health cures on his myspace page and shows up on lots of psychic pages.
