Some people reading this would assume this means Jan Syr is special because she supposedly got permission and support from the Quinault Nation to lead talking circles for a large group of people who are special because they work for the state.
But most likely it just means she helped moderate a convention type group, maybe with ceremonial flourishes, at the Quinault Beach Resort and Casino.
